In dashboard, using firefox ESR 31.8.0, set the timezone and save, but when
screen refresh, the saved new timezone is not shown and showing the old
settings. Chrome(Version 51.0.2704.103) and IE(Version 11) able to save
timezone settings, this bug is browser specific
