Running cluster Actions -> Restart All Required results in a blank pop up
dialog (see attached screenshot).
Closing this blank dialog and going back in to "ops" I can see the "Restart all
required services" op failed on one node for the Ranger service due to the
following error:

resource_management.core.exceptions.Fail: mysql jdbc driver cannot be
downloaded from http://<fqdn>:8080/resources/
Please run 'ambari-server setup --jdbc-db=mysql --jdbc-driver={path_to_jdbc}'
on ambari-server host.

After fixing that issue and retrying "Restart all Required Services" the blank
dialog didn't recur again.
Not sure if that was root cause of lack of information but it's still a bug in
the web UI display to not show the error.
