Description:
During an express upgrade from HDP 2.3.2 => 2.5.0 the manual steps dialogs
behave as normal but then later they appear with blank dialogs so it's not
clear what manual steps need to be performed. Subsequent manual step dialogs
are also blank.
I've attached a screenshot showing this odd state.
It might be related to the failure of the Storm service upgrade, which I
corrected manually and then resumed the upgrade process.
