Maven build fails at the {{verify}} step if run without {{clean}} due to
leftover {{findbugsXml.html}} file. The problem is that the XML to HTML
transformation is applied to the leftover HTML, too, which is not valid XML.
Steps to reproduce:

$ mvn -pl ambari-server -DskipTests clean verify
...
[INFO] BUILD SUCCESS
...
$ mvn -pl ambari-server -DskipTests verify
...
[INFO] BUILD FAILURE
[ERROR] Failed to execute goal org.codehaus.mojo:xml-maven-plugin:1.0:transform
(default) on project ambari-server: Failed to transform input file
.../ambari-server/target/findbugs/findbugsXml.html
