Zookeeper agent code is incorrectly calling stack_select ({{hdp-select}}) when
it should not be.
stack_select, conf_select should only be executed during RU/EU.
This JIRA should also check other stack components other than Zookeeper to make
sure that isn't happening outside RU/EU.
