AMBARI-18733 added a lot of TODO comments in order to allow agents to use their 
own config file.
Specifically, Hardware.py, Register.py, Facter.py, Heartbeat.py, main.py

We make sure that all aspects of the Agent are allowed to use a custom home dir 
and find the correct config file.
E.g., ambari-agent start --home /home/perf-0001
