Set
yarn.scheduler.capacity.ordering-policy.priority-utilization.underutilized-preemption.enabled
to true if yarn.resourcemanager.scheduler.monitor.enable is set to true
otherwise set it to false. All modification should be done on yarn-site on all
stack which support upgrade to 2.6
