The goal of this change is to allow skipping the view extraction step to save
time during cluster creation in sysprepped environment.
{{ambari-server setup}} extracts system views on each call. This can take a
5-25 seconds depending on the environment. In sysprepped environment the views
are extracted during preparation phase. Running the setup command after VM
creation is necessary to configure DB-related properties.
