Fix For: trunk, 2.5.0
ent 6 and some another systems comes with out of date python version, which
doesn't horror {{no_proxy}} environment setting in urllib2.urlopen.
To fix this issue, should be introduced possibility to ignore system proxy
settings for Agent communication (not underlying package managers)
