Resolution: Invalid
During cluster deploy or even when adding a new service you need both the
layout and the configurations to default to valid settings.
In order to enforce conditional dependencies in the layout, you first need to
know what the configuration settings will be. In order to know what default
configuration settings to use, you first need the layout.
