This issue happens intermittently because of "Stop all services" api call
completion followed by immediate "Start all services" API which is known to be
not handled gracefully by ambari-server. This happens in "Regenerate Keytabs"
ui flow
As a workaround to this issue, ambari-web can use "Restart All Services" API
which does not have this issue.
