In current logic for expanding packlets, we are getting the service name from
the packlet tarball file name. Instead of iterating over all tarballs present
in packlets subdir, we should rather iterate over the list of packlets of type
"service-packlet" from mpack.json. This metadata already has the service name,
packlet location etc. Also we should change the packlet type to be an Enum.
