During testing, upgrade was stuck at "Update Target Stack" server action step.
The step "TIMEDOUT" due to slow DB and caused all other upgrade steps to be
"ABORTED". Once in this state, the upgrade cannot be retried, despite the
"Retry" button being clickable. Also in this state the "Pause Upgrade" button
is clickable but doesn't work.
