This will be an issue that needs to be addressed for RedHat Satellite
During a base install, when choosing RH Satellite, the operating systems are
created then updated with an empty array for repositories: []
When doing the same in ambari-admin, repositories fields is not empty. We need
to make the two consistent as RH Satellite needs the
ambari_managed_repositories field.
