This issue is created because AMBARI-21205 was reverted from trunk, branch-2.6
and branch-2.5.
Main issue (regression) caused by AMBARI-21205 was that when Ambari was
upgraded from prior version to Ambari-2.5.2 (or higher) then Add/Delete option
and Enable/Disable Kerberos option didn't appear even though user has never
disabled these features via experimental flags. These brought a lot of
confusion for users who upgraded ambari and wanted to add new service for
Ambari-2.5.2 release
To fix this issue in correct way please take care of Ambari upgrade scenario.
Also Stacks and versions page have individual links to add uninstalled
available services. These links should be disabled if experimental flags are
tweaked to not allow adding services
