Scenario:
1) Install Hadoop 3.0 cluster
2) Run Yarn service application
yarn app -launch my-sleeper1 sleeper.json
Here, the first application will start to upload Hadoop libs etc to HDFS which
makes submission of the application slow.
Thus, Ambari should upload all necessary files to HDFS as part of either yarn
service check or yarn install.
