In the install wizard, after host registration, we need to know the number of
hosts running each possible operating system.
*Example request:*

GET
http://localhost:8080/api/v1/hosts?format=summary

Example response:

{ "operating_systems": [ "redhat6": 75, "debian7": 100
]
}
{code}
Note that if there are zero hosts for an operating system type, then it is not
included in the array.
This structure allows us to add additional summary information as siblings to
"operating_systems" in the future.
