To repro:
* Install a cluster with Hive's database type "New MySQL"
* Add Ranger via Add Service Wizard, and have its database point to the Hive's
Ambari-managed MySQL database
* Attempt to enable HA via "Enable NameNode HA Wizard"
This fails when Ranger is being started up, because the Ambari-managed MySQL
server is down
To fix this, we can start the Ambari-managed MySQL server before starting Ranger
