Fix For: trunk
1) Tooltips are seen twice for all text boxes on Accounts Tab under Customize
Service Configuration Page.
Also seen under Misc Service Accounts Section of All Configurations Tab.
2) If length of the label is large , it is going outside of tooltip.This is
applicable for All Configurations Tab.
See hadoop.http.authentication.simple.anonymous.allowed porperty tooltip under
HDFS Service.
