This is a common problem for all services with many config types, eg 
SMARTSENSE. Discussed with and concluded this requires following changes:
 - Move the notifications in line with the 'Services' carousal. This got messed 
up after 
[https://github.com/apache/ambari/commit/69150f7ff7ae90cfb220624b7a72777fdac2fc32]
 - Move config groups, filter line above the service config categories.
 - For cases where the service config categories are not present, the configs 
panel layout would break after the above changes. That would be fixed.
