Fix For: 2.7.0
Add a pre upgrade check to verify that the version of hadoop-sink package on
ALL hosts is 2.7.0.0.
* Create a custom command which checks the version of hadoop-sink.
* Create a server side request in the pre-upgrade check which invokes the
command in all hosts and collects the results.
* All hosts MUST have upgraded versions of hadoop 2.7.0.0.
