Description:
Background : AMBARI-23987 has set 'skip.service.checks' = true during deploy,
as we need to review the Service Check scripts for Services before turning them
on.

We need review the Service Checks for the Services coming from Mpacks in Ambari
3.0
Also, set 'skip.service.checks' = false in ambari.properties, once SC are
reviewed/fixed.
