Create a shared way to open modals available from different components from the
application.
Currently we have three modals which can be opened from (almost) any point of
the application:
* user settings
* time zone settings
* log index filter settings
Now the open and close logic are slightly different in each. The goal is to
have a common way to request open or close state any of these.
