During an Express Upgrade from HDP 2.6.5 -> HDP 3.0.1.0, Stopping/Starting
Ranger failed, as we had accidentally missed updating the password to conform
to the new rules ("Password should be minimum 8 characters with minimum one
alphabet and one numeric").
However, although *Starting* Ranger from a Stopped state correctly failed,
*Restarting* Ranger from a Stopped state incorrectly appeared to complete
successfully, and the service remained up/green in Ambari. In reality, the
service was not listening on the relevant port and was not actually functioning.
After fixing the password, both Stopping/Starting and Stopping/Restarting the
service genuinely succeeded.
