Docs Text:
1. add Config Group named "hdfs_test" in "HDFS" config
2. override some attributes in core-site area and save
3. add Config Group in "Ambari Infra" config
4. override some attributes and save
open network panel will see two PUT request, one for "Ambari Infra", another
for "HDFS", and HDFS PUT request is not needed, even worse, core-site configs
in "hdfs_test" config group will lost。
