Reproduction Scenario :
1] Login to Ambari a
2] Goto yarn queue manager
3] under root queue, create level1 and under level1 create level2 and then save
and restart resource manager
Actual Result:
restart fails with exception, even restart of RM service fails.

refreshQueues: java.io.IOException: Failed to re-init queues

Expected Result :
Quueue Refresh has to be success-full,
Root Cause :
Ambari-views is not removing ordering-policy of level1 Queue , it need to be
removed as its not an Leaf queue now but a parent queue of Level2
