HBASE-13014 introduced major changes to region_mover and enhanced it to
implement hadoop's Tool utility. Due to this, there are incompatibilities in
the region_mover arguments b/ hbase 1.x and 2.x versions.
Ambari based graceful start and stop of hbase regionservers should also be made
to work with hbase 2 clients.
