When we start/stop service, desired state for service components gets updated
normally. hostcomponentdesiredstate table in Mysql db has correct desired state
for host component based on latest operation done.
Ambari-server maintains host level params in-memory to pass this information to
ambari-agent. Desired state in this in-memory map doesn't get updated with
start/stop operations on services.
