Add a temporary Ember behavior baseline under docs/frontend-refactor for the
ongoing React migration. The baseline inventories legacy routes, permissions,
feature flags, API calls, realtime channels, workflows, and review evidence so
React changes can be compared with existing behavior. Add repository agent
guidance and a Python CLI for creating Ambari JIRA issues and contributor pull
requests using Ambari branch, commit, title, and body conventions. The frontend
refactor baseline will be removed after the React migration is complete and
accepted.
