Yep, we are just moving to Archiva, being previously on Artifactory. The 
Artifactory project has an offline property for each remote repo.
It cannot be configured through the GUI but is convenient enough.
Could the Proxy Connector's black list be used to achieve the same effect in 
Archiva?
