I've set up a repository, deployed 6 snapshots of the same project, then set
the Repository Purge By Days Older field to 0 and enabled the repository-purge.
It all works for me, the Repository Purge by Retention Count was set to 2, so
snapshots 5 & 6 remained after a scan. Btw, I used r673275.
