Tomcat will not shutdown

On both Debian GNU/Linux and Windows, I'm unable to shutdown Apache Tomcat when
Archiva is installed. I have to kill the server process to get it to stop. When
I execute the shutdown.sh or shutdown.bat scripts, the server starts it
shutdown procedure, but hangs. The last line in the log is:
