Add basic managed repository management support like adding repository,
deleting repository, and loading repository by id.
The add repository can take the following parameters:
repository id
layout
repository name
location
block redeployment flag
releases included flag
snapshot included flag
cron refresh expression
deleting and loading a repository can take repository id as parameter.
