I log in as my admin user and attempt to change 3 of my "service account" users 
to disable the "Change password required" option.  

If I click the red icon in the last column of the user record on the summary 
page to disable the "Change password required" option it says it succeeds and 
the icon changes to a little sun icon.  However, if I refresh the page, it 
reverts back to the red icon.

If I go into the edit user dialog and uncheck the box and click "Save", it 
highlights the password field stating that the password is required.

It doesn't seem feasible to require a password change if simply updating other 
user attributes.
