I had the same problem and the solution was not obvious for me (despite it mey 
be for most !) so I add this comment here (valid for Archiva 2.2):
if you don't want or (as me with Active Directory) can't make LDAP roles work, 
you can use manually defined roles by unselecting "LDAP Rbac manager" in the 
"users runtime config" screen. Then for each role, you can manually assign the 
users in the Role management panel.
Note: RBAC stands for "Role Based Access Control"
