Some files - `LICENSE`, `NOTICE`, `DISCLAIMER` - are required to be included in
all release distribution archives, including wheels.
Since there is simple mechanism for including these files automatically during
build, the makefile needs to be modified to support this by pushing these files
into the distribution archive (.whl file), after its creation.
