ARIA's plugin mechanism works with Wagon files exclusively.
Not everyone is familiar with the Wagon format, and so it could be useful if
users will be allowed to provide a directory containing all the necessary
Wheels as a "plugin", and for ARIA to use Wagon to build a wagon archive out of
these wheels (and possibly also install it afterwards) automatically.
