Summary: Resume workflow semantic flags

There may be several different semantics desired for resuming a workflow
execution - One might be to try to resume from the failed operation, possibly
failing again; Another may be skipping the failed operation and continuing with
the rest of the tasks; A third might be to retry the failed task, but if it
fails again then continue with the rest of the tasks automatically.
We may want to provide flags to support such various semantics for this feature.
The latter semantic might be relevant for non-resume (i.e. standard execution)
scenarios too.
