Currently the WorkflowRunner is both responsible for creating the execution
model, compiling the tasks (i.e. creating execution tasks), and executing the
tasks. We should split the actual creation of the models and the execution of
the workflow, as it would have better support for different execution modes
(e.g. executing the execution from a different process easily).
