Agreed. We need some help here. Our intent is for {{pyarrow.array}} to be the
main constructor for array data that did not originate from pandas -- e.g. many
NumPy arrays should be zero-copy constructable (unless they are object dtype,
non-contiguous, etc.). Related: ARROW-838
