The following code causes segfault

import pandas as pd
import pyarrow as pa
s = pd.Series([1, '-'])
pa.Array.from_pandas(s)
{code}
Arrow vector cannot hold mixed types, and raising an exception here instead of
segfault is much better IMHO.
