We should probably also nix the other clang versions in
https://github.com/apache/arrow/blob/master/cpp/cmake_modules/FindClangTools.cmake
and use only the pinned exact version we use everywhere (4.0 for now, but 5.0
probably within 6-12 months when it's promoted to stable)
