Perhaps one clean way of solving this would be to add a Normalize feature to 
ArrayData such that:
 * all buffers except buffers[0] must be non-null
 * if a buffer is null (with index > 0, i.e. not the null bitmap), it is 
replaced with an empty buffer
 * normalizing is run recursively on child data

Creating an Array from an ArrayData would automatically normalize the ArrayData.
