Makes sense. In the case of CSV reading, we would want to arrange so that the 
abstraction does not incur much or any overhead when being used locally with 
memory-mapped files (so the OS manages IO from the filesystem even if we are 
dealing semantically with {{arrow::Buffer}} objects in the C++ code)
