It's not urgent, so no need to take time away from other projects, I just
wanted to report the issue for now
The value of `PYTHON_EXECUTABLE` is

The problem seems to be that the OS lacks a file association for .exe. I
googled a bit about the issue and found sporadic things. In the meantime we
might want to create a lint.bat to sidestep CMake altogether for calling the
linters
