In order to provide gandiva JNI bindings for for Ubuntu 16.04 and 18.04 We need
to vendor UseJava, because GENERATE_NATIVE_HEADERS is avilable since CMake 3.11
and Ubuntu 18.04 ships CMake 3.10.
