With the existing requirements files (currently 3) in arrow/python, the recipe 
used in Dockerfile.alpine can be used.

Combining all requirements into a single file did work for the centos build but 
not for alpine (as commented in the dockerfile). Not sure if we want another 
requirements file, and this solution is not much better than listing all the 
packages. Maybe [~kszucs] has a suggestion.

Do I go ahead with a PR anyhow and discuss in a github issue?
