Similar issue occurs when casting from decimal(2,0) to decimal(10,2), from 
decimal(2,0) to string, from decimal(2,0) to int64, or from decimal(2,0) to 
float64. Precision should not be an issue in any of these cases.

Occurs on python 2.7/ pyarrow 0.13
