Resolution: Won't Fix
Fix Version/s: (was: 0.14.0)
The reason Buffer is in Schema.fbs is because it's depended on by Tensor.fbs
and SparseTensor.fbs.
I think there's probably a better way to organize the protocol files than
what's there currently, but either way it's a larger project if we wanted to do
that
