Resolution: Not A Bug
It's already done by {{mvm release:prepare}} in {{dev/release/00-prepare.sh}}.

for 0.14.0 -> 1.0.0-SNAPSHOT.
But it doesn't work for patch release because we created a branch from
{{apache-arrow-0.14.0}} tag.
